Architecture and construction in Lahore

Best architect and construction company in Lahore: what to check before you hire

Avenir Developments designs and builds houses and commercial buildings in Lahore from our office at 139, CCA, DHA Phase 5. Architecture, structural and MEP drawings, authority submissions and construction sit with one team, under one agreement.

A ranking will not tell you which firm fits your plot. The checks on this page will, and they work on every firm you are considering. Ours included.

Six checks that separate a capable firm from a confident one

The right architect and construction company for a Lahore plot can put six things in writing before you sign: the rulebook it will design to, who will sign your drawings, what goes into the submission, how the price is built, when you pay, and what it refuses to take on.

Portfolios help you shortlist. These decide.

  • It names the rulebook for your plot

DHA Lahore, the LDA, a cantonment board and a private society each approve plans against their own regulations, and each amends them. Ask for the instrument and the edition by name. A firm still quoting DHA's 2022 print is designing to rules that have been replaced.

  • Its architect can sign for your authority

In DHA Lahore a registered architect must be registered with the Pakistan Council of Architects and Town Planners and also with DHA itself, so ask for both registrations in writing before anyone starts your submission drawings.

DHA Construction and Development Regulations 2014, Regulation 15 and Definition 76
  • It submits the full coordinated set

DHA scrutinises five sets together: building plans, structural drawings, fire protection drawings, MEP drawings and 3D views. A draughtsman's naqsha covers the first of those. The other four are where coordination either happens on paper or gets improvised on site.

    Regulation 16(a), printed page 19
  • It prices the drawings

A rate per square foot, offered before a structural set and a bill of quantities exist, cannot show you what is included, so ask for the BOQ and read its exclusions before you compare any headline number.

  • Payment follows inspected work

Stage payments belong against work that has been checked, such as reinforcement before a slab is poured, rather than against a monthly timetable. In DHA Lahore the regulations make supervision the responsibility of the owner and the architects and engineers the owner appoints. The inspection record protects you as much as the firm.

    Regulation 45, printed page 32
  • It tells you what it will not take on

A firm that accepts every enquiry has no filter for the work it does well. We turn down labour-only contracts and small renovations, and we build only in Lahore and Islamabad/Rawalpindi.

Ask us to answer all six in writing. A firm that will not put them on paper before a contract has already told you something.

Building a house in Lahore, in one view

Three things decide what a house in Lahore costs you, and none of them is the rate per square foot: where the plot sits, who you appoint, and how late you change your mind.

Where the plot sits

sets the rulebook

Lahore has no single building code for houses.

A DHA Lahore phaseDHA's own regulations, Building Control 2026 edition, approved by its Building Control Directorate
An LDA-controlled area or schemeLDA Building and Zoning Regulations 2019, as amended since
A private society or cantonmentIts own approving office. Get the office and the edition in writing before design starts

Who you appoint

sets who carries the risk

Every route builds a house. They differ in who answers when the drawing and the site disagree.

Naqsha maker, then a thekedarYou coordinate the gaps, and you answer for them
An architect, then a contractorTwo appointments, and one boundary to argue across
One design and build firmOne party answerable for the drawings, the price and the site

What the authority fixes

cannot be negotiated

The ones below are DHA Lahore's, from the Building Control 2026 edition. Other authorities set their own.

Five drawing setsPlans, structure, fire protection, MEP and 3D views, scrutinised together
21 working daysThe scrutiny period, which starts again on a resubmission
Five site verificationsFrom layout to final, before the completion certificate

And the third: how late you change your mind

The same decision costs four different amounts depending on when it is taken. Freedom to change runs out well before the house does.

  • What a change costs you
  • How freely you can make it
Illustrative, not to scale. An Avenir professional observation, not a figure published by any authority. The 21 working day restart is DHA Lahore's, Regulation 16(d), printed page 19.
  1. ConceptA change costs a conversation
  2. Working drawingsA change costs a redraw
  3. SubmissionA change costs a redraw and 21 working days again
  4. On siteA change costs cutting into work already built

Three ways Lahore houses get built, and who carries the risk in each

Search for the best construction company in Lahore and several of the top ten lists you find were published by a firm that ranks itself first, often beside infrastructure contractors who build roads and bridges rather than houses. A list tells you who wrote it.

The route you choose tells you more, because it decides who answers when the drawing and the site disagree.

QuestionNaqsha maker and thekedarArchitect, then a separate contractorOne design and build firm
Drawings for the authorityA map for approval, often adapted from a standard planA full set from the architect, where the appointment includes itArchitecture, structure, MEP and fire sets from one office
Structure and MEP coordinationUsually left to the thekedar's judgement on siteSeparate consultants, coordinated by the architect if paid to do soCoordinated in-house before the construction set is issued
How the price is setA labour or turnkey rate per square footThe contractor prices the architect's drawingsA BOQ built by the team that produced the drawings
Day-to-day supervisionThe owner or a relative, in practiceThe contractor's staff, with periodic visits from the architectThe firm's site engineer, checking against its own drawings
What you gainThe lowest fee at the startAn independent designer checking the builderOne contract and one party answerable
What you give upCoordination, and most of your bargaining position once something goes wrongA second appointment, and disputes at the boundary between the twoThe independent check, so written scope and inspection records carry more weight
SuitsA simple house with the owner on site every dayAn owner who already trusts an architect and wants to tender the buildA 1 Kanal or 2 Kanal house, or an owner living abroad

We work in the third column. We also produce architecture on its own for owners who prefer the second, and hand over a drawing set a separate contractor can price.

What happens after you send your plot details

  1. You send the plot size and the society or phase. Tell us if you already have a brief or drawings.

  2. We arrange a call about the plot and your brief, before any drawing is made.

  3. You receive a written summary and our view of whether the project is feasible as described.

DHA Lahore's regulations fix the checkpoints between a soil report and a completion certificate. What happens in the weeks between them is up to the firm you appoint, and it decides whether the next inspection passes.

Which rulebook governs your plot in Lahore

Lahore has no single building code for houses. The authority that approves your plan depends on where the plot sits, and that answer changes the clear spaces, the height, the basement and the inspection sequence.

DHA Lahore, every phase
The Defence Housing Authority Construction and Development Regulations 2014, published by DHA Lahore in the Building Control 2026 edition. Plans go to DHA's Building Control Directorate.

LDA-controlled areas and LDA schemes
The LDA Building and Zoning Regulations 2019, notified on 11 September 2019 and amended several times since. The LDA publishes its amendments as a separate document, so the 2019 text on its own is not the current position.
How to check an LDA scheme before you build
Private housing schemes
The LDA publishes its Private Housing Schemes Rules 2014 and a record of approved schemes. How plans are approved inside a scheme varies between societies, so ask the society in writing which office approves plans and which byelaws edition it applies.
Cantonment areas
Plots under a cantonment board follow that board's building control rather than the LDA's. Confirm the office and the form set before design starts.

One rule applies on every site in the city. Punjab EPA's dust-control SOPs cover construction work, and on 11 September 2026 the EPA directed the LDA to enforce them, with fines for contractors who do not comply.

  • 80%

First floor covered area allowed on a 1 Kanal plot in DHA Lahore, as a share of the ground floor. On 2 Kanal it is 78%.

Where we design and build in Lahore

We deliver construction across Lahore, and architecture and interior design further afield in Pakistan. The pages for individual phases and societies go into the detail a city page cannot, so start with the one your plot is in.

If you are still choosing where to buy, our guide to the best areas to build a home in Lahore and Islamabad compares the main options.

Send four details and we will tell you what your plot allows

Before any drawing, the plot itself sets the envelope: the clear spaces, the permitted ground floor, the first floor percentage and the height. We will work those out for your plot and send them back to you.

No drawings needed to start. If you have them already, send those instead and we will check them against the current edition.

What you can appoint us to do

Architecture can be appointed on its own. Construction can follow on the same drawings, or those drawings can go to a contractor you choose.

Five decisions that cost the most when they are made late

The expensive mistakes on a house are rarely made by the mason. They are made on paper, or left off it, months before the steel arrives.

SlabBeamDuctPlanned ceilingCeiling after the beamHeadroom lostFinished floor
A beam placed after the ceiling height was fixed takes the headroom, and the duct loses its route.
  • The overhead tank breaks the height

In DHA Lahore the overhead water tank counts inside the 39 ft limit, just as the mumty does. Tanks are often placed after the section is drawn, which is how a compliant design turns non-compliant at scrutiny.

    Regulations 15(m) and 23(a)
  • Structure drawn after the plan is frozen

Beams drop into ceilings and ducts run out of room. Coordinating structure and MEP before working drawings are issued takes days. On site, the same fix means breaking concrete.

  • Fire alarm wiring left for the finishing stage

DHA Lahore requires hard-wired detectors in fire-resistant cable, run in separate conduits. A 1 Kanal house needs 17 on the ground floor alone. Those conduits are cast into slabs during grey structure. Leave them for later and the choice is surface conduit in a finished house, or chasing new walls.

    Annex-C, printed page 46
  • Covered area measured two ways

The designer counts one area and the contractor prices another, usually over the porch, mumty, basement and boundary wall. Agree in writing what covered area includes, and which marla it is measured in. DHA Lahore's 2 Kanal plot is 9,000 sq ft, which puts its marla at 225 sq ft, while some older Punjab land records use 272.25.

    Regulation 4(a), printed page 13
  • No slack for a smog stoppage

A grey structure programme that runs through November with no float will slip if work is halted, as it was across Lahore district in November 2024, so agree beforehand who carries the cost of idle days.

Building in Lahore while you live abroad

Design reviews and pricing can happen while you are in London or Dubai. The part that needs a person in Lahore is the paperwork.

DHA Lahore's regulations allow a special power of attorney, issued by the Authority, so a representative can submit applications and pay charges for you, and approved documents can be collected through attorney. Several items in the submission are physical originals, so decide early who will carry them to the counter.

Regulation 63, printed page 40, and Regulation 16(e), printed page 19

Before the first call, have the allotment or transfer letter and your CNIC or NICOP to hand. The rest, including the site plan issued in your name, can follow.

Can be done from abroad

  • Brief and concept reviews, scheduled in your time zone
  • Approval of drawings and specification, recorded in writing the day each decision is made
  • Reading the BOQ, the exclusions and the agreement before you sign

Needs someone in Lahore

  • Handing in physical originals at the authority counter
  • Collecting approved documents, in person or through attorney
  • Utility connection applications
  • Final inspection, by you or someone you nominate

Start with the plot. The elevation comes later.

Questions about hiring in Lahore

Answers first, with the regulation where there is one. More general questions are on our FAQ page.

How do I choose between an architect and a construction company in Lahore?

Decide first who should carry coordination. An architect on their own suits an owner who wants to tender the build and can manage two appointments. A design and build firm suits an owner who wants one party answerable for both the drawings and the site.

Whichever you choose, ask for the rulebook edition, the signing architect's registrations, a BOQ with exclusions, and stage payments tied to inspected work.

Who approves house plans in Lahore: DHA, the LDA or the society?

It depends where the plot is. DHA's Building Control Directorate approves plans in every DHA Lahore phase, under the 2014 regulations as published in the Building Control 2026 edition. The LDA applies its Building and Zoning Regulations 2019, as amended, in areas it controls.

Private schemes and cantonment areas have their own arrangements. Confirm in writing which office approves your plan before design starts.

Is PCATP registration enough for an architect to sign drawings in DHA Lahore?

No: DHA Lahore defines a registered architect as one registered with the Pakistan Council of Architects and Town Planners and also with DHA, so ask for both before anyone prepares your submission.

Regulation 15 and Definition 76
How long does DHA Lahore take to scrutinise a house map?

Twenty-one working days, covering the building plans, structural drawings, fire protection drawings, MEP drawings and 3D views. A returned set that is resubmitted counts as a fresh application, and the 21 working days start again.

Regulation 16(a) and (d), printed page 19
Does the smog season affect construction in Lahore?

It can. Punjab's EPA treats October to January as the peak smog period, and in November 2024 construction was halted across Lahore district until air quality improved. In September 2026 the EPA directed the LDA to enforce dust-control SOPs on construction sites.

Build some float into any grey structure programme that runs through the winter, and agree in writing who carries the cost of a stoppage.

Can I hire Avenir for architecture only and use my own contractor?

Yes. Architecture can be appointed on its own, including the submission drawings and the structural and MEP coordination the authority scrutinises. Who builds is a separate decision you can take once the drawings exist.

How much does it cost to build a house in Lahore?

A reliable figure depends on covered area, basement provision, structure, specification and external works, so any rate given before drawings exist is an estimate rather than a price.

Current grey structure and turnkey bands, and what moves them, are on our house construction cost page. The construction calculators let you model your own plot.

Do you take small renovations or labour-only contracts?

No. Our construction work is material and labour, or turnkey, on new houses and buildings in Lahore and Islamabad/Rawalpindi. For repairs and small alterations, a specialist contractor will serve you better.

Send the plot before you choose a firm

Send the plot size and society, and say whether drawings exist. We will reply with the rulebook that applies and the questions worth putting to every firm on your list, us among them.
