How do overseas Pakistanis build a house in Pakistan?
Building from abroad works when three things are fixed before construction begins: a complete drawing set covering architecture, structure and services; a bill of quantities that prices those exact drawings; and a payment schedule tied to measured progress rather than to the calendar. Progress reports, site photographs and video calls are useful additions. None of them protects you on its own.
Distance is not what damages remote projects. Undocumented decisions are.
A house being built five thousand miles away fails in the gaps: the change agreed on a phone call and never written down, the material substituted because the specified one was slow to arrive, the revised drawing that never reached the site engineer. Close those gaps and the distance stops mattering a great deal.

The real problem
Why houses built from abroad go wrong, and why it is rarely just the contractor
Blaming the contractor is the easy conclusion and it is usually incomplete. Most remote projects that go badly were structurally set up to go badly on the day they started. Four causes account for the large majority of what we are asked to rescue.

The brief lives on phone calls
Decisions get made across a hundred voice notes over several months. A bedroom moves, a staircase turns, a bathroom gains a window. Nobody updates the drawing, so the drawing and the intention drift apart.
Eight months later the owner sees the house and it is not the house they thought they had agreed to, and there is no document that settles who was right. Every remote project needs a written record of what was decided, when, and by whom.

Nobody owns the space between the drawing and the wall
A separate architect draws. A separate contractor builds. When the beam depth clashes with the false ceiling, or the plumbing shaft has nowhere to go, the two of them explain to you, in turn, why it is the other one’s responsibility.
You are five thousand miles away and now expected to arbitrate a technical dispute between two professionals you are paying separately. This gap is not a personality problem. It is a contractual one, and it is the specific reason design and build exists.

Payments follow the calendar instead of the work
Money is released monthly, or when it is asked for, rather than when a defined quantity of work has been measured and verified. The consequence is invisible until it is not: cash leads the work, and the moment cash leads the work you have lost your only real leverage.
Payment against measured progress is the single most protective term in any construction arrangement, and it costs nothing to insist on.

A family member is asked to do a technical job
Your brother, father or cousin will go to the site. They will take photographs, ask questions and push the team when work slows. That help is real and you should not turn it down. But steel spacing, lap lengths, cover blocks, concrete workability, waterproofing overlaps, plumbing pressure tests and electrical load balancing are not things an intelligent person can assess by looking at them. They are things a trained person assesses with a drawing, a tape and a checklist.
When a relative is placed in that role, two things happen. The technical work goes unchecked, and a family relationship starts carrying the weight of every argument about money and quality. Both are avoidable.

No variation is executed on site until it has been priced and approved by you in writing. That single rule removes the most common source of dispute on remote projects, which is not poor work but unagreed work that has already been paid for by the time the owner hears about it.
Paperwork and authority
Power of attorney, approvals and paperwork when you are not in Pakistan
You do not need to be in Pakistan to have your house designed, to review drawings, or to agree a scope and a price. You will need a documented arrangement for the acts that require a signature inside Pakistan: lodging drawings with the authority, signing the construction agreement, collecting approvals, and arranging utility connections. That arrangement is usually a special power of attorney, and the most important thing about it is what it does not permit.
Scope your power of attorney narrowly
A general power of attorney hands someone the ability to deal with your property, including selling or transferring it. You almost never need that in order to build a house. A special power of attorney limited to construction-related acts gives your representative what the project requires and nothing beyond it.

Two further protections are worth building in: an expiry date tied to the expected project duration, and a named single attorney rather than an open list of family members.
Two routes to executing a power of attorney from abroad

The digital route
NADRA, working with the Ministry of Foreign Affairs, operates an online power-of-attorney service for overseas Pakistanis at poa.nadra.gov.pk. It was introduced so that overseas Pakistanis could obtain a power of attorney without travelling to a Pakistan mission, which for many people means a long journey to a consulate in another city.
You will need valid identity documents for yourself, your witnesses and your attorney, and you must select the correct Pakistan mission when applying, since choosing the wrong one can cause the application to be rejected.

The mission attestation route
The document is executed and attested in person at your nearest Pakistan Embassy, High Commission or Consulate, then couriered to Pakistan for onward attestation by the Ministry of Foreign Affairs before it is used.
Requirements vary between missions. Two witnesses are generally required, a recent photograph of the person granting the power is normally affixed to the document, and handwritten powers of attorney are typically not accepted. If you do not hold a Pakistani CNIC, NICOP, POC or passport, your own country’s foreign ministry will usually need to attest the document first.
One thing we should be clear about
Avenir Developments is an architecture and construction company, not a law firm. The points above describe the process as published by NADRA and the Ministry of Foreign Affairs at the time of writing, and requirements differ between missions and change from time to time. Have your power of attorney drafted or reviewed by a Pakistani lawyer, and confirm the current procedure with your nearest Pakistan mission before you execute anything.

Money
How overseas clients pay for design and construction
Payments are made in stages against work that has been measured, through documented banking channels, in Pakistani rupees. There is no advantage to you in paying cash into an informal arrangement, and several disadvantages, the largest of which is that you lose the paper trail you would need if anything is ever disputed.
Use documented channels, and keep the record
Every payment should be traceable from your account abroad to the receiving account in Pakistan, with an invoice referencing the stage it relates to. Keep the remittance advice, the bank receipt and the invoice together.
This matters for ordinary commercial reasons, and it can also matter at property transfer stage, where documented banking channels affect how a transaction is treated.
Roshan Digital Account and Roshan Apna Ghar
The State Bank of Pakistan operates the Roshan Digital Account, which allows non-resident Pakistanis to open and operate a Pakistani bank account remotely, without visiting a branch, embassy or consulate. Accounts can be held in rupees or in major foreign currencies including US dollars, sterling, euros, Canadian dollars, dirhams and riyals.
Linked to it is Roshan Apna Ghar, a State Bank facility for non-resident Pakistanis and Pakistan Origin Card holders to buy, build or renovate a house in Pakistan, from their own funds or through financing, in conventional or Shariah-compliant form over three to twenty-five years.
Many overseas owners with an undeveloped plot do not realise construction is covered. Terms and eligibility differ between participating banks — at least one requires a co-applicant resident in Pakistan — so confirm with your own bank rather than assuming they are uniform.
Tax treatment at plot transfer, if you are buying
This applies to acquiring or disposing of the plot rather than to construction, but it catches people out often enough to be worth stating. Non-resident Pakistanis holding a NICOP or a Pakistan Origin Card have a defined route to be treated at filer rates for the advance taxes collected on immovable property transfers under sections 236C and 236K of the Income Tax Ordinance, even where they do not appear on the Active Taxpayers List.
The route runs through the FBR system, with the non-resident option selected when the payment slip is generated and the case referred for verification of non-resident status. Using documented banking channels for the transaction is central to it.
Rates and procedure here have been revised repeatedly through recent Finance Acts. Avenir does not give tax advice. Confirm the current position with a tax practitioner or directly with the FBR before you transact, and do not rely on figures published on property portals.
Currency and price movement over a long build
A house takes long enough to build that the rupee and the material market will both move while it is going up. If you earn in sterling, dollars or dirhams, two separate things can move against you: the exchange rate when you remit, and steel, cement and finishing prices inside Pakistan.
Three things reduce the exposure. Fix the specification early, because most cost growth on a house comes from decisions changed after work started rather than from market movement. Have the agreement state in writing how material price escalation is handled. And consider front-loading procurement of long-lead and price-volatile items once the drawings are settled enough to order accurately.
Construction payments are tied to defined stages with measured quantities behind each one. A release is requested with the stage report and the evidence attached, so you are approving a payment against something you can see was done. Quality verification
What a photograph cannot show you
A weekly photograph tells you that work is happening. It does not tell you whether the work is correct. Most of what determines whether a house lasts is buried inside it, and each element has a short window in which it can be inspected before it is permanently covered.
Once concrete is poured, plaster is applied or tiles are laid, verification stops being an inspection and starts being demolition. The work is therefore checked at defined hold points, before covering, with evidence recorded at each one.

Working across time zones without losing weeks
A construction site does not stop because the owner is asleep. The cost of a slow decision on a live site is measured in idle labour and resequenced work, so the protocol matters as much as the availability.

Interior design services
Interior design planned during architectural design costs less than interior design applied afterwards, because switch positions, air-conditioning routes, ceiling drops, wardrobe depths and kitchen services are all decided while they are still lines on a drawing rather than channels cut into a finished wall. For an overseas owner this matters more than for a local one, because you are the least able to absorb the rework.

Lahore
Each society has its own approval regime, and the differences are not trivial. Covered-area rules, height limits, basement provisions, setback treatment and submission procedure vary between authorities and between phases of the same authority. Design decisions that are routine in one scheme can be rejected in another, which is why the feasibility check at stage two happens before anyone starts drawing.
Cost
What it costs, and why we will not quote you a rate today
A per-square-foot rate quoted before your house has been designed is an estimate of a house nobody has drawn yet. It is not dishonest to give one, but it is not a price, and the gap between the two is where budget overruns live.
What actually moves the number on your project: covered area and how it is measured, whether there is a basement, soil conditions and the foundation solution they require, structural complexity, floor-to-floor heights, façade treatment, glazing extent and specification, the finishing level throughout, mechanical and electrical scope, kitchens and joinery, boundary walls and external works, utility connections, authority charges, and how long the build runs for.
Two quotations for the same house can differ by a wide margin and both be honest, because they include different things. Read the exclusions first. That is where the difference is.
FAQs
Questions overseas clients ask us
Do I need to travel to Pakistan to start?
No. Discovery, brief, concept design, design reviews, working drawings and pricing can all be completed with you abroad. What requires a signature inside Pakistan is authority submission, the construction agreement and utility applications, and those are handled either on one visit or through a special power of attorney.
Do I need to give someone power of attorney to build my house?
Usually yes, unless you can be in Pakistan for the specific moments a signature is needed. Use a special power of attorney limited to construction-related acts, with an expiry date. Do not use a general power of attorney that also permits sale, transfer or mortgage, because building a house does not require any of those powers.
Can I obtain a power of attorney without visiting a Pakistani embassy?
Often, yes. NADRA and the Ministry of Foreign Affairs run an online power-of-attorney service for overseas Pakistanis at poa.nadra.gov.pk, introduced specifically so that people would not have to travel to a Pakistan mission. Confirm that your mission participates and check the current requirements before relying on it.
Can Avenir get my building plan approved by DHA, CDA, LDA or RDA on my behalf?
We prepare the submission drawings, lodge them and deal with objections through to approval. No firm can guarantee an approval outcome or a timeline, and you should be cautious of anyone who does.
How do I pay for construction from abroad?
In stages, through documented banking channels, against work that has been measured. Keep the remittance advice, the bank receipt and the stage invoice together for every payment. A Roshan Digital Account is a practical way to hold and move funds without needing to be in Pakistan.
Can I use a Roshan Digital Account to build a house?
Yes. The State Bank of Pakistan’s Roshan Apna Ghar facility, accessed through a Roshan Digital Account, covers building on a plot as well as buying and renovating, using your own funds or bank financing, in conventional or Shariah-compliant form over three to twenty-five years. Conditions differ between banks, so confirm the terms with yours.
Is turnkey better than grey structure for an overseas client?
Usually, provided the scope is written properly. Turnkey puts finishing, procurement and coordination with one team, which removes the second appointment round you would otherwise have to run from abroad. Grey structure suits owners who plan to complete finishing later or in stages. The deciding factor is not the label but how precisely the scope and exclusions are defined.
How do I know the work is being done properly if I cannot visit?
Through evidence recorded before each element is covered. Steel is photographed against the bar bending schedule before the pour. Plumbing is pressure-tested before it is buried. Waterproofing laps are photographed and the surface tested before anything goes over it. A photograph taken after covering proves nothing, which is why the timing of the evidence matters more than its quantity.
Can my brother or father supervise instead?
They can help, and their presence is genuinely valuable for judgement about people and for keeping momentum. What they should not be asked to do is technical verification, because reinforcement detailing, concrete quality and services testing require a drawing, a checklist and training to assess. Splitting the two roles protects the house and the relationship.
What happens if steel and cement prices rise while my house is being built?
The construction agreement should say, in writing, how escalation is handled and whether any rates are fixed and for how long. Ask that question of every firm you speak to, and be suspicious of a fixed price offered without a complete drawing set behind it, because it usually reappears later as a variation.
I already started with a contractor and it has gone wrong. Can you take over?
Sometimes. It depends on what has been built, whether the work matches an approved drawing, and what condition the documentation is in. The first step is an assessment of the existing structure and paperwork before anyone discusses continuing. Send photographs and whatever drawings exist and we will tell you honestly whether taking over is sensible.
Which cities does Avenir build in?
Construction is delivered in Lahore and in Islamabad/Rawalpindi. Elsewhere in Pakistan we provide architecture, interior design, visualisation and project consultancy. We will tell you plainly which category your city falls into rather than claim a presence we do not have.
What does it cost to build a 1 Kanal house?
It depends on covered area, basement provision, structural solution, specification and external works, and any figure quoted before those are known is an estimate rather than a price.
