An 8 marla plot is 1,800 sq ft. The house you are allowed to build on it is not a fixed size.

On a 30 × 60 ft plot, DHA Lahore’s regulations allow about 1,920 sq ft across the ground and first floors. Put the same plot in a private housing scheme inside Islamabad Capital Territory and the figure is about 3,000 sq ft. Every rate you are quoted multiplies against that number.

The same 8 marla plot, two different houses

How much you can build on an 8 marla plot is set by the authority that governs it, not by the plot size. Take a 30 × 60 ft plot, which is exactly 8 marla at the 225 sq ft per marla used across this website. Under DHA Lahore’s regulations its ground and first floors can total about 1,922 sq ft, plus a stair mumty of up to 175 sq ft. Under the schedule CDA applies to private housing schemes inside Islamabad Capital Territory, the same plot allows two storeys of 1,500 sq ft each.

Neither figure is a floor plan. They are ceilings. A real design lands below them once the porch, stair, wall thickness and any unbuilt roof are resolved. On a DHA Lahore plot the 82% rule alone leaves about 190 sq ft of ground floor roof that cannot be built over.

They are still where a budget should start, because a builder who prices the wrong ceiling is pricing a house that cannot be approved or leaving out area you are entitled to build.

The DHA Lahore figures come from our DHA Lahore byelaws reference, checked against the printed regulations. The ICT figures come from our CDA and RDA byelaws reference, cited to the 2020 text. CDA now works from a 2023 edition that we have not reconciled clause by clause. Plots in CDA sectors, DHA Islamabad, RDA areas and Lahore’s LDA-approved and private societies are governed by other instruments, and for those we read the parameters from the governing regulations and the scheme’s approved layout plan on each project.

On the marla basis, some older Punjab land records use 272.25 sq ft per marla, which would make 8 marla 2,178 sq ft, so work from the dimensions on your allotment letter or site plan rather than the marla count.

Budget

What that envelope does to the budget

Construction is priced per square foot of covered area. So an 8 marla budget follows the envelope, and the envelope follows the authority. For the DHA Lahore house, covered area of about 2,097 sq ft takes in both floors and the mumty. At the Lahore planning ranges on our house construction cost page for the A-Grade Standard specification, [dated August 2026], it lands in the ranges shown here.

The ICT house has about 56% more floor area, so at the same specification its floors cost about 56% more before any difference in city rates. We do not apply a Lahore rate to it. The calculator on that page has a separate Islamabad and Rawalpindi setting.

Use the range to decide whether to commission drawings, because the price you can hold a builder to only comes after them.

Scope

Grey structure or complete construction

The scope moves the price more than the plot size does, and our construction page sets out the boundary between grey structure, finishing and complete construction item by item.

Grey structure makes sense when you already have a finishing team you trust. It also needs someone on your side who can run that team on site. Complete construction makes sense when nobody can, which is the usual position for owners living abroad.

Settled during grey structure, whichever you choose

  • Fire alarm wiringIn DHA Lahore an 8 marla house needs 8 smoke or heat detectors on the ground floor and 6 on the first, hard-wired to a panel in fire resistant cable and separate conduits. Wireless detectors are not permitted.Annex-C, p46
  • SolarDHA Lahore requires the mounting to stay demountable and anchored to the roof, with the upper panel edge no more than 12 ft above the roof on 5 to 10 marla plots. The roof slab has to be designed for it before it is cast.Reg 67, pp42 to 43

Site

Building on a 30 ft frontage, between two neighbours

Much of what makes 8 marla construction different happens outside the drawing, because with almost no spare ground and neighbours close on both sides, several of the rules that catch builders govern how the site is run.

Nowhere to mix on the plot

DHA Lahore lists mixing concrete, cutting or bending steel on the road, and parking a mixer on the road berm, as construction violations. With an 8 ft front clear space and a 4 ft strip on the other three sides, deliveries, cutting and pours have to be planned before excavation rather than improvised on the street.

Digging beside someone else’s foundations

No excavation, dewatering or earthwork likely to affect an adjacent building is allowed unless protective steps are taken before and during the work. In DHA Lahore, using an excavator needs prior permission from Building Control. It also needs a PKR 100,000 refundable security deposit.

Whose wall it is

In DHA Lahore boundary walls are common walls, 9 inches thick, built on 4½ inches of each plot. ICT does not permit common walls, and a neighbour’s wall cannot be used without their written consent filed with CDA, which moves the setting out and decides who pays for the wall.

Levels come from the road

DHA Lahore sets the plinth between 1 ft 6 in and 3 ft 6 in above the crown of the adjoining road. The top of the ramp can be no more than 12 inches above the front road. ICT is strict in a different way. In a terraced house there, a plinth above 3 ft 6 in from mean front road level turns that floor into the ground floor, and the house loses a storey.

Inspections

When the authority inspects, and what holds a pour

Approval is not the last time the authority looks at the house. DHA Lahore and CDA both build inspection points into construction, and a programme that ignores them loses days at the moments concrete is booked.

Passing a DHA stage verification means the work complies, not that it is well built, and Regulation 45 leaves supervision and quality assurance with the owner and the architects and engineers the owner appoints.

Two clocks run behind the build. A DHA Lahore drawing is valid for two years, and the house is expected to be complete within two years of approval (Reg 17(b) and (c)). A CDA approval lasts five years, or the construction period in the allotment terms (cl. 2.2.5). [The programme we issue with each quotation shows these inspection points as stages.]

What happens after you send a message

  1. We confirm which authority and which instrument govern the plot, from your site plan or allotment letter.
  2. We tell you what the envelope allows, which scope fits, and what your drawings are missing if you already have a set.
  3. Once the drawings are complete, we take off quantities and price the work against a bill of quantities.

Few of these are workmanship failures. Most are decisions made late, by someone who was not holding the drawings and the regulations at the same time.

Choosing a builder

Questions to put to any builder about an 8 marla house

Our construction page lists fourteen questions for any house. The ones below are specific to a plot this size. Put them to every firm you speak to, us included.

  • What covered area did you price, and under which authority’s rules was it calculated?
  • Where will steel be cut and concrete mixed, given how little ground there is inside the boundary?
  • How will the neighbours’ walls and foundations be protected during excavation, and who applies for excavator permission?
  • Is the boundary wall a common wall or on my plot, and is it in your price?
  • Which authority inspections are in your programme, and who books them?
  • Are the fire alarm conduits, the CCTV conduit and the roof slab design for solar inside the grey structure price?
  • If I add a basement, what happens to the plinth, the ramp and the price?

Answers that refer to your drawings are worth more than answers that refer to a rate.

Overseas owners

Building an 8 marla house from abroad

The regulations already provide for an owner who cannot be present, through a special power of attorney issued by DHA Lahore (Reg 63) or an attorney whose appointment CDA has accepted in writing (cl. 5.3.4). Either lets a nominated person act for you at the Building Control counter.

Validity changes the sequence. A CDA approval stays valid for five years, so drawings approved on one visit can be built on a later one. A DHA Lahore approval lasts two years and the house is expected to finish inside that window, so the construction appointment cannot wait long after approval.

During the build, the written record does the work a site visit would. Drawings and the bill of quantities are approved before work starts. Variations are priced and approved in writing before anyone builds them, and nothing is paid until the stage it covers has been verified. How that runs day to day is on our overseas clients page.

Basements

A basement on an 8 marla plot: price it before it is drawn

A basement is the one way to add a floor’s worth of area without touching the height limit.

In DHA Lahore it may cover 100% of the allowable covered area excluding the porch where there is no dead wall, which on a 30 × 60 ft plot is up to about 1,056 sq ft (Reg 27(a)(1)). In ICT a basement does not count towards FAR. It may not extend into the setbacks, though, and its external walls must be at least 9 inch RCC, waterproofed and designed for earth pressure, with mechanical disposal mandatory where services are provided (cl. 2.6.1).

Its cost does not scale with its area. In DHA Lahore the basement walls sit 4 ft from the plot line on both sides. An attached ICT house has no side setbacks, so its basement can run to the plot line, against the neighbour’s wall. Excavation, retaining walls, waterproofing and any dewatering all sit in that line of the budget, and protecting the adjacent building is a regulatory requirement (DHA Reg 42(a)).

DHA Lahore already requires an original geotechnical report, valid for one year, with the submission (Reg 14(p)). Use it. [Price the basement as a separate line against that report before the ground floor plan is fixed. If the basement is wanted for general space rather than a specific use, test the first floor and roof plan first.]

How much covered area can I build on an 8 marla plot?

It depends on the authority that governs the plot. On a 30 × 60 ft plot in DHA Lahore the clear spaces are 8 ft at the front and 4 ft at the rear and sides, including boundary walls. With the first floor limited to 82% of the ground floor, that gives about 1,922 sq ft across two floors, plus a stair mumty of up to 175 sq ft. In a private housing scheme inside Islamabad Capital Territory, Schedule-5 of the ICT Building Control Regulations 2020 allows two storeys of about 1,500 sq ft each on the same plot. Confirm the parameters for your plot with the governing authority before design.

How much does it cost to build an 8 marla house in Lahore?

For a 30 × 60 ft plot in DHA Lahore with about 2,097 sq ft of covered area, the Lahore planning ranges on Avenir’s house construction cost page give about [PKR 6.2 million to 7.0 million] for grey structure. Is an 8 marla plot 1,800 sq ft?

At 225 sq ft per marla, the basis used across this website, 8 marla is 1,800 sq ft, for example a 30 × 60 ft plot. Some older Punjab land records use 272.25 sq ft per marla, which gives 2,178 sq ft. Work from the dimensions on your allotment letter or site plan rather than converting from the marla count.

Can I build a basement on an 8 marla plot in DHA Lahore?

Yes. DHA Lahore permits a single storey basement covering up to 100% of the allowable covered area excluding the porch, where there is no dead wall. Excavation is limited to 12 ft including foundation, measured from the crown of the road, and the basement ceiling must be between 9 and 14 ft. On plots up to 10 marla the ground floor plinth is set at 3 ft 6 in unless a sunken area is provided. Price the basement as a separate line before the ground floor plan is fixed.

Do you build grey structure only, or complete construction, on 8 marla plots?

Both, in Lahore, Islamabad and Rawalpindi, on a material plus labour basis. Grey structure is the structural frame and enclosure. Complete construction adds all finishing under one contract. We do not take labour-only contracts, and the quotation states in writing which scope includes plaster.

Will you build an 8 marla house designed by another architect?

Yes. On an 8 marla plot we check the set against the authority’s envelope as well as against itself: clear spaces or setbacks, the first floor limit, the mumty and the height line including the overhead tank. Anything missing or non-compliant comes back to you in writing before we price, and your architect keeps the design and its liability.

Which DHA Lahore inspections take place during construction?

DHA Lahore requires construction to be verified at five stages (Regulation 18). The first two come when the layout is complete and at DPC level. The third comes when the first floor structure rises 1 ft above the ground floor roof slab, and the last two after grey structure and at final completion, when the sewer connection is opened. Supervision and quality assurance remain the responsibility of the owner and the architects and engineers the owner appoints (Regulation 45).

How long does it take to build an 8 marla house?

There is no honest single figure. The programme depends on covered area, any basement, the specification and how fast finishing selections are made, and it has to leave room for the authority’s inspection stages. We issue it with stage durations alongside the quotation. In DHA Lahore the regulations expect a house to be complete within two years of drawing approval (Regulation 17(b)).

Can I manage an 8 marla construction project from abroad?

Yes. In DHA Lahore a special power of attorney issued by the Authority can submit applications, pay charges and undertake construction on your behalf (Regulation 63), and CDA accepts submissions through an accepted attorney (clause 5.3.4). During construction a written record stands in for site visits, with variations approved in writing and payments released only against verified stages.

Do you also build commercial buildings on 8 marla plots?

Yes, as a separate service. Commercial plots follow different regulations and a different brief, and are covered on our 8 marla commercial building construction page.

Why the price starts with drawings

A rate given for a plot size has to assume the covered area, the structure, the specification and the site, and on an 8 marla plot the covered area alone can be out by more than 1,000 sq ft.
