Avenir builds in three cities: Lahore, Islamabad and Rawalpindi. It designs for the rest of Pakistan and for clients living abroad. This page tells you which of those applies to your plot — before you send an enquiry, not after.

Avenir Developments Locations and Service Areas

The short answer

Avenir Developments delivers construction and Design + Build in Lahore, Islamabad and Rawalpindi only. Architecture, interior design and 3D visualisation are delivered across Pakistan and to overseas clients building in Pakistan, remotely and without site supervision. As at Q3 2026.

In those three cities Avenir holds the site: it procures materials, engages and manages labour, runs a site engineer, and carries responsibility for what gets built.

Drawings, specifications and approval submissions do not require Avenir to hold the site, so geography does not limit them in the same way. If your plot is in Multan, Karachi, Peshawar, Quetta, Gujranwala, Faisalabad or Bahawalpur, Avenir can design your house and produce the drawing set your local contractor builds from. It will not be Avenir on your site. That distinction is stated here rather than discovered later.

Design + Build means one contract covering both the design and the construction, with a single party accountable for both. It is sometimes called turnkey.

Note on land units. Areas on this site use the modern standard: 1 marla = 225 square feet, 1 kanal = 20 marla = 4,500 square feet. Some legacy Punjab land records use a marla of 272.25 square feet. If your file or mutation document uses the older basis, say so early — the difference is about 21% and it changes every covered-area and cost figure that follows.

What “we work here” means, precisely

Firms in this market use serve, cover and operate in loosely. Here is what each level means at Avenir.

Design only (remote)

The architectural drawing set: layouts, elevations, sections, and the submission drawings your authority requires for approval — the stamped set DHA, LDA, CDA or RDA reviews before you may start. Structural and MEP drawings (mechanical, electrical and plumbing) are coordinated against it. You appoint and pay a local contractor. Avenir does not inspect, measure or certify their work.

Interior design (remote)

Layouts, joinery drawings, ceiling and lighting plans, and a schedule of finishes naming every material and where it goes. Executed by others.

Construction

Avenir procures materials, engages labour, runs a site engineer and takes responsibility for the built result — from grey structure (the structural shell: foundations, RCC frame, blockwork, roof slabs, plaster, and first-fix plumbing and conduiting, before any finishes) through to finishing.

Design + Build

Design and construction under one contract, one programme and one point of accountability.

A capability Avenir does not currently offer: design plus periodic supervision visits outside the three core cities. Several firms in this market sell that arrangement. Avenir does not, because a monthly visit does not produce control over a site it does not run, and selling it would create an expectation it could not meet.

Lahore — design and construction

Lahore is Avenir’s base. The office is at 139 CCA, DHA Phase 5. Construction, Design + Build, architecture and interiors are all delivered here, and sites are supervised directly rather than by a subcontracted manager.

Approval routes differ by where your plot sits. DHA Lahore runs its own building control and its own submission process. LDA-approved private schemes each apply their own byelaws on top of LDA requirements, and the setback, height and covered-area rules that apply in one scheme frequently do not apply in the next. The drawing set that clears one authority is not automatically the drawing set that clears another, which is the single most common reason a design is bounced back.

Islamabad and Rawalpindi — design and construction

The Islamabad office is at 101 Luxus Mall, Gulberg Greens. Construction and Design + Build are delivered across Islamabad and Rawalpindi on the same basis as Lahore.

Three approval regimes operate here and they are not interchangeable. CDA controls the sectors. RDA controls much of Rawalpindi outside the cantonments. DHA Islamabad, Bahria Town Rawalpindi and Bahria Enclave each run their own building control with their own drawing requirements, scrutiny fees and inspection stages. Plot orientation matters more than in Lahore: much of the DHA Islamabad and Bahria Enclave land is sloped, and a levelled plot on a drawing can hide a two- to three-foot fall that decides where the entrance and the garage can physically go.

If your plot is outside Lahore, Islamabad or Rawalpindi

Avenir will design your house. It will not build it. Read that as a scope statement, not a refusal — for many plot owners the design is the part worth buying in from outside the city anyway, because it is the part that is portable and the part that a local contractor cannot supply well.

What you get

A full architectural set — layouts, elevations, sections, and submission drawings dimensioned and annotated to your authority’s format. Structural and MEP drawings coordinated against it. A schedule of finishes. A bill of quantities if you want one: an itemised list of materials and quantities, which is what turns a contractor’s verbal rate into something you can check line by line. 3D visualisation before anything is built.

What you still have to arrange locally

A contractor. Site supervision. Material procurement and testing. Someone to walk the drawings through the local authority’s counter. Avenir can answer the contractor’s questions about the drawings — that is normal and expected — but it cannot instruct him, inspect his work or certify his stages.

What that means for your risk

The design risk moves to Avenir. The execution risk stays with you. Anyone who tells you otherwise from four hundred kilometres away is selling you a monthly photograph.

Outside the build area? The design still travels.

If you live abroad and are building in Pakistan

Your service area is decided by where the plot is, not where you are. A client in Manchester with a 1 kanal plot in DHA Lahore is a full Design + Build client. The same client with a plot in DHA Multan is a design-only client. Nothing about living overseas changes which column of the table you are in.

What does change is how the work is run. Decisions that a local client makes by dropping into the office become scheduled: a fixed call cadence, drawings issued as PDFs for written approval, material selections confirmed with photographs and specification sheets before purchase, and payments tied to verified stages rather than to a contractor’s assurance that the money is needed now.

The failure that costs overseas clients the most is not price. It is a relative acting as informal supervisor with no drawings, no bill of quantities and no authority to say no — which is how a house ends up 15% over budget with nobody able to explain which decision caused it.

Two offices, three cities. Rawalpindi sites are run from Islamabad, which is a twenty-minute drive, not a different operation.

Avenir has associate offices in Dubai — Emirates Oasis Contracting and ARCAN Project Management — which support UAE-based clients. They are associates, not Avenir branches, and Avenir does not carry out construction in the UAE.

On any Avenir construction site in the three core cities, supervision means a site engineer attending as the programme requires, stage photographs and measurements recorded against the drawings, and material deliveries checked against the specified schedule rather than against whatever arrives. Where that is not what happens, it is not an Avenir construction project — it is a design commission, and this page has already told you which one yours is.

How to check whether any firm can actually build in your society

This applies to Avenir as much as to anyone else. Every firm in this market claims coverage. Six checks separate coverage from capability, and all six can be done before you pay anyone.

01Ask for two live sites in that society and visit them unannounced.

Not photographs, not a portfolio. Addresses. A firm genuinely working in your society will have somewhere you can stand. A firm that “covers” it will offer a project two societies away.

02Ask who submits the drawings.

DHA, LDA, CDA and RDA each have different requirements, fees and inspection stages. Ask specifically: who prepares the submission set, who walks it through, who pays the scrutiny fee, and what happens if it is rejected. Vagueness here means they have not done it recently.

03Ask for an itemised quotation, not a per-square-foot rate.

A rate is a number with no scope attached. An itemised quotation names steel grade and quantity, cement brand, brick class, and states what is excluded — boundary wall, water tanks, external development, electrical fittings. Rate-only quotes are where variations are born.

04Check whether the same entity does the design and the build.

If not, establish in writing who is liable when the built work does not match the drawing. In split arrangements that question is usually answered for the first time during the argument.

05Ask what the payment stages are tied to.

Milestones tied to verified physical completion — plinth, first slab, second slab, plaster — are checkable. Milestones tied to calendar dates or percentages are not.

06Ask what they will not do.

A firm that answers this quickly and specifically has a defined scope. A firm that says it does everything, everywhere, has not thought about it.

What to send so the first reply is useful

Most first enquiries in this market arrive as three words and take four exchanges to become answerable. Five details make the first reply substantive.

  • City and society — including phase or block if you know it. This decides everything else on this page.
  • Plot size — in marla or kanal. If your documents use the 272.25 sq ft marla, say so.
  • Project type — house, farmhouse, apartment building, commercial, office, interior fit-out.
  • Service required — design only, construction only, Design + Build, or not yet decided.
  • Stage — plot bought, possession taken, drawings already prepared, or still deciding.

A budget range and a target start date help, but the five above are enough to tell you whether Avenir is the right firm for your project and, if it is not, to say so.

Questions people actually ask

Does Avenir build in DHA Multan?

No. Avenir designs for DHA Multan and prepares the drawings your local contractor will build from, including the submission set for DHA approval. Construction and site supervision are delivered only in Lahore, Islamabad and Rawalpindi.

Can Avenir supervise my project if I appoint a local contractor?

Not outside Lahore, Islamabad and Rawalpindi. Periodic visits from another city do not produce real control over a site, and Avenir does not sell that arrangement. Avenir will answer your contractor’s questions about the drawings, which is normal and included.

I live in the UK. Which service area applies to me?

Whichever applies to your plot. If the plot is in Lahore, Islamabad or Rawalpindi, you can appoint Avenir for Design + Build and never visit the site. If it is elsewhere in Pakistan, the appointment is design only.

Which authority approves my drawings?

It depends on the plot, not the city. DHA phases are approved by DHA’s own building control. CDA sectors by CDA. Much of Rawalpindi by RDA. Private LDA-approved schemes usually apply their own byelaws in addition to LDA’s. Send the society and phase and you will get the specific route.

Does Avenir do interior design without doing the architecture?

Yes, in all three core cities and remotely elsewhere. Interior work on an existing house is a separate appointment.

Is there a minimum project size?

Avenir works on complete houses, farmhouses, apartment buildings and commercial projects, and does not take on labour-only contracts or small repair work. Below roughly 5 marla of new-build residential, a design-only appointment is usually the sensible arrangement rather than a construction contract.

What does construction cost?

It depends on covered area, specification, structural design, site conditions and current material prices, so no honest figure exists without those. Ranges, what drives them and what covered area includes are set out on the house construction cost pages, and the calculators produce a personalised figure. Any number given before drawings exist is an estimate, never a quotation.

Will Avenir tell me if it is the wrong firm for my project?

Yes. It is cheaper for both parties at the enquiry stage than at the contract stage.
